Rose Mendes

Social educator and public manager

Graduate in Pedagogy, Rosa Mendes is a social educator and public manager, with extensive experience in coordination and articulation and in institutional relations of civil society and governmental organizations. She has worked alongside social movements, especially the Pastoral Land Commission, the Basic Ecclesial Communities and those of rural women workers and rural workers’ unions, between the 1980s and 1990s. Rose has taken part in several human rights councils and institutions in the states of Bahia and São Paulo and in the Federal District. She was also deputy mayor of São Carlos, São Paulo; head of articulation and institutional relations of the Collegiate Board of Directors of the Brazilian Health Surveillance Agency (Anvisa); manager of strengthening of the National Health Surveillance System (SNVS); and consultant of the Board of Coordination and Articulation of the SNVS, at Anvisa. One of her attributions on these jobs was articulating and coordinating the project Productive Inclusion with Health Security, which resulted in the proposal of the Collegiate Board of Directors Resolution (RDC) 49/13, that regulates the exercise of sanitary activity by individual micro-entrepreneurs, rural family enterprises and social and solidarity-based enterprises, and was the first standard Anvisa adopted focusing on fair treatment for small businesses.
